            1.  Accessing MaineCare in Schools

Trista Collins, State Medicaid Educational Liaison, gave an overview of how MaineCare can be utilized in schools.  School-Based Services Program:  When a student, who is MaineCare Eligible, has medical services on their IEP, as long as the parent consents, the school district can access Medicaid funds to be reimbursed for those services.  The DOE charges a fee of approximately 38% on every claim paid by MaineCare.  School Health Clinics: A School Health Clinic is dependent on what kind of staff the school has access to.  Once a School Health Clinic is set up, students who do not have IEPs and are MaineCare eligible can access services.  The ASD has started the process of enrolling in the School Health Clinic option.  Provider Discretion: Providers who have permission from schools to utilize space in a school to provide medical services to students who do not have an IEP.


2.  Facilities Update – Jon Stonier

Jon Stonier, Director of Buildings and Grounds, gave an update on projects that were slated for the summer.  (See attachment)  He also went over the five year Capital Improvement Plan (See attachment).  Two major expenses are roof repairs for Farrington and Lincoln.  Those expenses and repairs will be spread out over the next three years.


3.  Negotiations


Mr. Anastasio said he met with the Augusta Education Association leadership and handed them the letter from Mr. Hastings putting them on notice that we want to start the negotiations process.  Our goal is to negotiate a contract prior to finalizing the budget.


4.  Ongoing Budget Discussion


Mr. Anastasio said the October 10 administrative meeting will be dedicated to conceptually putting together a three year plan for the budget.  Mr. Hastings asked for the June financials and budget to actual figures.  Ms. Casparius said adjustments are still being made.  Mr. Anastasio said the figure for fund balance is not yet finalized.
